According to ratatosk power, upon its activation the opponent can decide to show the unit they will activate first next turn. Alternatively they can not do that and let the player draw a card.
However my opponent showed me utgarda but when they realized that I also used Norns power on utgarda, they pressed undo. Apparently that deactivated ratatosk’s power. So they could activate freyr’s cat instead -
