It has the option to move it across both land and water to the upper right where the 2 orange guys are on a raft, so it seems it's not being interpreted as against the rules to move across both land and water. It should be allowed.

clicked on the Kaiju to see what his possible moves are. Then I can't click the mountain space to the lower left with the red guy on it to move him there.
