However, there is no button to place them, only to end turn.
I actually couldn't figure out from the rules if I'm supposed to get the aliens or not in case the supply is empty. I assume not. It would be nice to show some kind of warning in that case when choosing the sector for construction. And there should be no message that they were gained or awaiting residence. -

I'll reclassify this as a suggestion for the warning, since that's certainly not a bug in and of itself.
