I myself have fallen afoul of this, and was prepared to argue my case to the contrary until I closely examined the moderation policy, which I had never seen referenced or linked prior to receiving the strike notification.
There should be a stickied link at the top of every forum page, and the bottom of the website itself, that points to this information - this provides both non-repudiation for offenders who attempt to argue ignorance, and research has shown that clear, consistent, and well-communicated behavioral guidelines *do* reduce the occurrences of poor behavior in the first place.
