There are many reasons for that : people want game to move fast, they want the settings to be simple to avoid chance (bad starting position) "spoiling" their performance, and so on.
Since the players playing that way tend to have more games played than others, they tend to become gurus and impose this format to many arena settings.
But there are many other players that would rather play on the recommanded settings, in a competitive way as well, but with more variability. I see there are complaints and arguing in many game dedicated threads.
